actually, nr 11, it’s not easy to slip it over the top of the meter.. cable not long enough xD unless you’re super strong and lift the car..
Number 7 is obviously just protecting the tires from heat damage, which is common practice in some countries.

#11 is to prevent dog’s peeing from the rims. Apparently dogs like to pee on rims and that cardboard is to avoid contact and save the rim!

the newspapers on the wheels are not for anti-theft purposes: they’re soakers. They’re meant to absorb the dog piss and prevent the plastic wheel covers from acquiring a yellowish tint, which would harm the vehicle’s value as a collector’s item.
You maybe not know Chinese……In “The Mystery Rims”,the square cardboard is not for protection against thieves,it’s for against dogs.Many dogs pee on the wheel….

I THINK NUMBER 9 IS NOT THAT CRAZY OF AN IDEA.
THE WEEL IS NOT CHAINED TO THE BUMPER, BUT IT IS CHAINED TO THE CHASIS SO IT MIGHT CAUSE SMALL DAMAGE WHICH IS MUCH BETTER THAN GETTING YOUR CAR STOLEN
