The only reason I’d think this is PS is because it’s a “defense” sign at a bowling tournament by the look of it… Just a little out of place, is all.

Other than that, it looks like a regular low-quality TV screenshot to me.

Wow….. that Photoshop job is horrible, the pixels…. they are everywhere
